NIST Construction Management as Advisor Services Program

In Fall 2024, AFG was awarded a 4-year, $9.8M BPA contract to provide CMa services to the National Institute of Standards and Technology. AFG will primarily support NIST at its Gaithersburg, MD campus.

Tasks within this contract will include maintenance, alterations and repairs, utility equipment upgrades, and civil engineering projects. AFG’s contract staff will provide project management, construction management, commissioning, quality assurance, building information modeling, estimating, risk management, relocation support, and project administration support services.

Under this contract, AFG is providing CMa services for tasks including:

New Addition to Existing Laboratory Buildings

AFG is providing Construction Management as Agency (CMa) services which focuses on the design and construction of a new facility to support a slab-on-grade foundation. The structure will rise 40 feet above grade, encompassing a first-floor level and a future mezzanine level. The central and southern areas of the building will house a large, open testing area to facilitate robotics testing and development.

As part of the site improvements, stormwater management features are being considered on the west, east, and south sides of the building. Additionally, efforts to improve soil loading and reroute the electrical and communication duct banks are under review to ensure optimal site functionality. Construction is expected to reach closeout by October 2025.

Building Waterproofing at Handicap Ramp and Miscellaneous Roofing Improvements

These design-bid-build or design-build projects will include managing remedial work on existing retaining walls, footings, roofing replacements, and safety enhancements.  These projects will address the storm drain system and grading of landscape areas to alleviate existing water leaks that regularly affect the buildings.

Additional tasks awarded under this program include:

  • Roof replacements
  • Installation of fall protection roof railing systems, hatch opens, skylights, and ladder access on buildings across the site.
  • Design Management Support for utilities replacement including chilled water supply & return, electrical duct bank, water, gas, sewer, and storm drainage.
